Menggeluti bidang katarak dan bedah refraktif sejak tahun 90 an, DR. dr.Budiman, Sp.M(K).,M.Kes merupakan pionir bedah katarak fakoemulsifikasi di Bandung. Beliau menjadi salah satu pendiri Klinik Bandung Eye Center dan memiliki dedikasi sangat tinggi untuk kemajuan bandung eye center sehingga berdirilah Rumah Sakit Mata Bandung Eye Center yang merupakan Rumah Sakit Khusus Mata swasta pertama di Jawa Barat
